If you are coming from Tokyo, the city 2020 Olympics(July 24 to Aug. 9, 2020) will be held!, it takes 2 to 3.5 hours by air or railway. It costs about 150,000 to 250,000yen, which is US 150 to 250 dollars (as November 2013, 100yen/US$1). Overnight highway buses may be cheaper, but it takes about 8 hours to reach to kyoto leaving Tokyo at night and arriving Kyoto in the early morning, it usually cost 5,000 to 9,000 yen.
JR railway offers special JR pass for foreign visitors. If you can get JR pass in your country prior to your arrival(they do not sell JR pass in Japan!), you should take shinkansen coming to Kyoto. The fees of Shinkansen and JR lines are all included in the fee (subways and other rail comapanies are not included). Though the price is expensive, you might want to consider getting JR pass if you are traveling several cities while your stay.
